Romney opposed the tax cuts, didn’t think fairly recently that the war on terror was a good thing, and appointed mostly Liberal judges.

Giuliani raised taxes more than he cut, though he was not exactly in a position to support or oppose them, was OK on war on terror, and all Liberal judges.
