I sure as hell do, especially when you tie it to his previous statements about not being able to deport them or drive them underground. In context, that seems to say that they will stay in place, in country.

it is also right in line with the mealy-mouthed generalizations by Bush and McCain- various vague semi-solutions that make amnesty *not* amnesty.

His current plan does not call for deporting all 12 million or driving them underground, while at the same time being the strongest and most effective plan of any of the candidates. He is position now is consistent with his position then.

Fred has, early on, presented his detailed plan for dealing with illegal aliens already here. He believes in attrition through enforcement. I also believe this is the most viable solution. I don't think the "round them up and ship them out" supporters will ever get anywhere with the Congress or the American public.
