90% is nothing compared to some minority precincts in Milwaukee. In 2000 and again in 2004 there were several that had turnouts higher then the total number of people living there! The Milwaukee Journal/Sentinel carried "letters to the editor" from college students that bragged about the number of times they had voted. Democrat "poll workers" from out of state showed up with bus loads of derelicts, each ready to vote. The going rate being a carton of cigarettes for your vote.
Wisconsin is a red state except for Milwaukee, Kenosha, Dane, & Racine counties and a large Indian reservation up north.
We will never fix this mess until we get photo ID as law of the land. Another thing that "Diamond Jim" Doyle will not allow (We have twice came within a vote or two on CCW and he has strong armed the legislature both times to maintain his veto.)

Oh please, that is soooo old school.
You car and cell phone and everything else are all going to have a GPS built into it with instant hotlines to 911. We don't need to record where you are at checkpoints.

Until the incentive is removed or the disincentive is greater than the incentive, it will continue. This is the way of the Godless. The only good thing about having a moral-less, conscious-free opponent, is that he is thoroughly predictable.
I'm pretty sure that for much of that time people would have had to show documentation in order to vote. Prior to the invention of photography they wouldn't have been photo IDs, but on the other hand I believe in many places document falsification was a very major crime.
