Seems like a low figure, considering the cost of living there.
That's why everybody who says Giuliani had nothing to do with NYC's clean up and it was all Bratton are simply mistaken. It was a team effort between the NYPD and Mayor's office at the time. Unfortuntely, not enough due credit was given to Bratton for the clean up at the time, while Rudy took all the glory. But both sides needed each other for everything to work.
