What are the actual conditions for a broken convention is it a percentage of delegate votes or does a candidate just have to get more delegate votes than other another one.

In a brokered convention, more or less, the primaries are null and void. Each delegation gets together and delegates start to horsetrade. Because there are a lot (I’ve been looking for the exact number state-by-state) of super delegates which are essentially un-committed big politicians with party sway (relatively) they can pull the convention around if they team up across states. I could see Graham, Cris, Martinez, Perry, Sununu, Arnold, etc. swinging behind McCain and then pulling the Hucksters along by offering VP to him. Meanwhile McCain under the “old” rules is “next in line.”
