(a) FINDINGS. The Congress makes the following findings:
(1) Evidence continues to build that increases in atmospheric concentrations of man-made greenhouse gases are contributing to global climate change.

A: From what we know now, it seems to be in part, certainly. I think that we don't know how much yet. There are a lot of other things we don't know. There's got to be a global solution to it, there's got to be an international solution before we can do anything.
