I still think the name of the tunnel should be the “Tip O’Neill Taxpayer Shaft”, or TOTS for short.

The Tip O'Neill tunnel - figures. During his budget battles with Ronald Reagan, he was correctly compared to the runaway Federal budget at the time - fat and out of control.
I see his legacy extends to the tunnel as well.
