There is no reason why these people should not be able to kill an animal and eat it. The judge is an idiot, and the ruling should be appealed.
On the other hand, if the reason is not “cruelty to animals” but rather a public sanitation concern, I can understand. From what I can tell, that seems to be the more likely reason for the ban.

The meat is not distributed for public consumption. The animal is consumed and eaten during the celebration.

Ever go to a pig roast? That would fall under the same ruling.
