That's not the reason why. First of all, the Iraqi army and it's pre-war leadership (Hussein and SONS) were known for simply dragging young girls off the streets and raping them. I doubt very much if any Iraqi would face judgment, especially if the victim were an American.
As far as the American military, I suggest you look at the sexual assault records for the various training schools and intake centers around THIS country. The rate of sexual battery is staggering! The victimization goes up the chain of command on both the officers and senior NCO's. Right up to the Sergeant Major of the entire US Army! The reason those women get attacked in basic training or at other schools is that the males haven't psychologically bonded with them yet so they don't see them as comrades to protect in combat. Whereas in the theatre of operations everybody's LIFE depends on this bond. But back in boot camp? The women are meat on the hoof for trainers and trainees alike. To me a rapist is a rapist. He should be taken out in the woods and shot. Immediately, upon proof of guilt beyond a victims mere assertion. Oh by the way, let it be known that I said that even a prostitute can be raped. All it takes is for her to say "NO" once and any further actions constitute rape. I'm also not saying this was the situation in this case.
