By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:
Section 1. All executive branch departments and agencies of the Federal Government shall be closed and their employees excused from duty on Monday, December 24, 2007, the day before Christmas Day, except as provided in section 2 below.
Sec. 2. The heads of executive branch departments and agencies may determine that certain offices and installations of their organizations, or parts thereof, must remain open and that certain employees must report for duty on December 24, 2007, for reasons of national security or defense or other public need.
Sec. 3. Monday, December 24, 2007, shall be considered as falling within the scope of Executive Order 11582 of February 11, 1971, and of 5 U.S.C. 5546 and 6103(b) and other similar statutes insofar as they relate to the pay and leave of employees of the United States.

And that includes Congress!
Normally our company works Christmas Eve but only up to midday.
As it falls on a Monday and it is economic to heat the place up for just 4 hours our company is closed but it comes out of our holiday.
We shall not return until 2nd January but we have to allocate 4 days of our annual leave for this purpose.
Next year the way it falls it will probably be 3 days and the company will give us a half day off on the Christmas Eve. Its swings and roundabouts as I see it.
In Britain we normally have delivery up to and including Christmas Eve but then because we celebrate Boxing Day and that is a public holiday the postman gets 2 days off anyway.
This year we had to allocate 4 days and what our company does is announce this just before Christmas of the previous year and when we return in the January take the hours off our annual entitlement and so we immediately know how much we have got left so we cannot “forget” to allocate the days.
... Its not like any work would get done anyway...
Besides, Christmas Eve? C'mon.
Didn’t receive it. [??? server glitch ???]
Excellent question.
I hear not taking time off makes one cranky...
