Threads can be tagged with keywords. “Banglist” is commonly used for that purpose. Search on keyword “banglist” to find such tagged articles.

Joe is the keeper of the banglist, but most threads just get tagged keyword "banglist" by other users and a ping doesn't normally go out. It would be a VERY high volume list if they all got pings.
Joe I think just sends out pings on very important articles and things that many interested may have missed due to time of posting.
