That sentence caught my eye as well. I've heard similar statements from gun controllers in the U.S. as well - "he'll only take it from you." These are clearly not informed statements from anyone who actually owns firearms, because they're simply untrue.
A little range time will tell you who shoots and who only plays at it. 90% of the criminal class only plays at it. For them a gun is a magic wand, and if they're the only ones armed, it really is. If they aren't, it's just a gun.
The real irresponsibility here is to allow the criminal population to own and employ firearms without consequence and to deny that to innocent civilians. That isn't simply permitting a dangerous situation to eventuate, it's actively creating one.

Sadly, according to recent FBI studies there is a lot of truth in that, especially when compared to the usual police recurrent training - 50 rounds every 6 months. Scumbags, not having to attend sensitivity classes and the like, have a lot more time to practice with a gun.
And our fellow law abiding 2nd Amendment supporters? In our CCW (concealed carry) classes, 95% of the students will get the license, buy a box of cartridges, then stick them both in the nightstand or the glovebox and forget about practicing. Dumb.
With relatively inexpensive ammo (for example, .40 S&W is $21./box of 100 at Wally Mart) there is no excuse not to be more proficient than your local depraved (lefties read “deprived”)sociopath. You should get out to the range every 4-6 weeks. Don’t use bullseye targets - use a vertical 8-1/2 x 11” paper, 4’ to 5’ off the ground, and no further away than 21’ (Google up “Tueller Drill” for an explanation).
