A lot of freepers weighed in on the incident last week. here are a couple sites with updates.
looks to me like it got swept under the rug by the Utah State Police.
Personally I thought the officer was totally out of control and should have been fired, but then, what do I know?

That cop followed common sense. The driver looked like he was going for a gun.

If nobody has the right to use force against a man who does nothing more than ask questions and decline to sign a ticket, that raises some interesting thoughts about the Massey incident. Most importantly, it means that Mrs. Massey would have been completely within her rights to respond to Gardner's assault on her husband with whatever force was necessary to disarm or disable the officer and rescue Jared Massey. Under the circumstances, with her husband lying bleeding and stunned by the side of a highway because of the actions of an armed and aggressive man, the pregnant woman might well have been fully within her rights to draw a gun and shoot Officer Gardner.
there was no reason to read this guy his rights. stop watching TV cop shows.
Sorry that the victim of this criminal assault under the color of law was nice enough to come out and support this out of control thug does not change what happened. The criminal needs his badge taken away and to be charged.

If they admit wrong they will be sued for millions, this is not a surprise. THey will drag it through the courts and then settle with a gag order on the guy. That is the way it’s done.
He's probably gotten the heads up intimidation of all the things that could happen to him if he continues to defend make trouble for the dept.
How about just telling him he's under arrest before whipping out a taser? Or are cops above that sort of consideration?

the cop did some things that didn't look all that great, but if you've been giving a cop lip for the past 5 minutes and the cop tells you to put your hands behind your back and you begin to walk back to your car, reach for your pockets, and ask the cop if he's crazy, don't be surprised by the taser darts.
No way! I watched that video way too many times to allow that. He looked like he was trying to smart-talk the cop. His body language said "smart alec" all the way.
you only mirandize when you are asking pointed questions about a crime that has been committed. i'll give you a handy little equation:
ARREST + INTERROGATION = MIRANDA
the cop did not need to ask any questions about the infraction. the cop saw the infraction.
