China has appealed for 150,000 skilled foreign workers to help boost its economy.

While the West may regard China’s educational achievements with awe, many Chinese see their universities as a disaster, prone to turn out graduates who can pass exams but lack any creative or entrepreneurial skills.

A study by McKinsey, the international management consultancy firm, suggested that many Chinese degrees do not equip students for working in well-run companies.

Of the 1.6 million young engineers in China, it reckoned only 10 per cent had the practical and foreign-language skills that would qualify them to work for a multinational company — a proportion repeated in other areas.

By contrast, 25 per cent of Indian graduates were trained to international standards.

Government figures suggest that some of the best students are choosing to leave for the West.

In the last two decades, a million young Chinese have left to study abroad. Only 300,000 of those have returned.

The authorities used the main English-language government newspaper, China Daily, to issue the appeal to the world for help in constructing its new society.

Ji Yunshi, who is in charge of what the government still calls “Foreign Experts Affairs”, said China was short of expertise in information technology, energy saving, biotechnology, agriculture and was particularly looking to recruit people to the finance sector.

He said under the current five-year plan, financial help would be offered with medical insurance, school fees and jobs for spouses.

However, China often remains schizophrenic in its attitudes to foreign residents. Their presence in major cities has sometimes been blamed for everything from drug crime to high property prices.

The government recently enacted legislation to ban any foreigner from buying property until they had been resident for a year, and then limiting them to just one property each. This was despite figures showing that foreign purchases constituted a tiny fraction of all property sales.

One of China’s wealthiest men, whose rags-to-riches life brought him close to some of the country’s top politicians, has been jailed for 16 years.

Zhou Zhengyi, who started work as a waiter in a wonton soup shop but went on to be worth more than £150 million, was convicted of embezzlement, bribery and forging tax invoices by a court in Shanghai, where he had built his property empire.

He had previously served another three-year sentence for bribery. But many believed that his sentence had been shortened due to his connections with the hierarchy of the city’s Communist Party.

Possibly, but they have another plan for getting them.

Those with creative and entrepreneurial skills in a communist society are often rewarded by a firing squad.

Sounds like a great opportunity, other than having to eat Chinese every day, three times a day. And being under constant surveillance.

I know several Filipino engineers who went to work for a Chinese company in China. The couldn’t wait to get the heck out. They were routinely subjected to middle of the night no knock searches of their apartment on the premise that because they were Filipinos they must have pornography and prostitutes in the apartment.

The problem, Hu, is not the university, it’s you and your style of government.

In china, deviating from the proscribed gummint approved standard can mean death. In non-totalitarian countries, risk-taking is ok, even encouraged, but may be punished by laughter or a low grade, not by death.

Actually corporate America is training them so they can go back to China and set up a factory to do jobs that American workers are doing.

The one on the far right is cute, the only hot one is the one above the ‘P’ in Pageant. The rest are pretty meh. You can find a more attractive selection at most American universities if Asian is your thing.

I didn’t know the west was “in awe” of China’s educational advances, except for people who have been incessantly repeating the silly “they graduate hundreds of thousands of engineers annually, we can’t keep up!” cannard.

The 1.6m engineer figure is probably overstated. In China, elevator and air conditioner repairmen are engineers.

Judging from the sponsors, this is an NYC area pageant. So someone has probably seen the same set of gals at some NYC area college.

Hard to get foreigners when your edge is that your wages are the lowest around. I think they could get Vietnamese, Cambodians, Pakistanis, Indians and Africans if they went recruiting. Everyone else is out of their salary range.
