That's because it's only 3. Try driving up Spaulding around 4:30-5 on a Friday afternoon during the summer or a long weekend when all the MA/NY/CT idiots come up here. And Spaulding narrows from 4-lane to 2-lane undivided at the south 125 exit (Exit 12).

I used to live in Orange County, and I can tell you there are backups that rival any LA freeway. Ditto the Great Bay Bridge between Portsmouth and Dover.
