Carl Cameron is naming the suspect as Troy Stanley Jr.

All I could find on someone with that name on google was this accident report from July 3, 2006:

# 7:59 p.m. -- Route 125, Rochester. Single vehicle crash. Driver: Troy Stanley, 39, Rochester. A passenger in Stanley's vehicle was injured in the crash. Trooper Joseph Ebert.
