It is both a hostage situation and a bomb threat.. the hostage taker has a bomb strapped to himself...

However, my theory is this is all part of Hillary’s campaign strategy.
Much like her questioners, this hostage taking suicide bomber, too, is really just a plant.
Hillary is going to personally negotiate with this “terrorist” and secure the hostages’ release, proving both that she’s “tough” and that negotiating with terrorists is the right way to go.
