I swear I heard "that's enough" in the background, but I couldn't tell if it was a candidate, or Cooper.

I did. Sounded like Cooper’s voice and that is who I believed said it.

IIRC, Cooper had used that (or similar phrase) previously, meaning, “We got your question, now let me select a candidate to respond”
