The rates of AIDS and HIV infections in the District are the worst among the city's black population, while an alarming number of new cases are appearing in women and even some young children, according to a broad report released yesterday by city officials.
"It is a modern epidemic that affects all populations of the District of Columbia," D.C. Mayor Adrian M. Fenty said while outlining plans to increase testing for the virus and strengthen prevention measures in the nation's capital.
The statistics in the study by the city's HIV/AIDS Administration and George Washington University paint a grim picture.

As someone else said on another thread......... sounds like DC locked up the wrong guns.
I’m a bit disapointed with the reporting. One “alert” for me is the use of the term “percentage increase”. A transition from one death per million to two deaths per million easily becomes a 100% increase...which sounds ominous. So, please, let’s see the actual numbers, and those who like stats can calculate percentages for themselves.
Must be all those taxpayer funded defective Chinese “free” cond0ms.
I doubt this is anything new or shocking. Druggies with their needles and prostitutes probably run amok.
Maybe it’s because they can’t keep their zippers up and legs crossed, and stay in monogamous relationships.
There is a sure fire cure for preventing aids infections, and it’s totally free. But for some reason they refuse to teach this in schools. They only teach sure fire ways of getting it.
when i visited dc back in ‘89 it was pretty disgusting. i’ve heard they’ve cleaned it up somewhat (at least around the white house)
This problem, like many others, will continue to worsen because political correctness keeps us from discussing the cause of the problem, as well as the solutions.
Not surprising with all those homosexual senators running around.
No one in the DC establishment has the stones to call the problem at it’s roots. Welfare and false “victim hood” enables the insanity.
The DC government lives off the alleged slights that are no longer anyone’s fault but their own, and they exploit the situation.
Our capitol is rotten in so many ways. It’s really sad.
However, I don't think that there's any way for something like 1/3 of black males to be in jail, on parole, or out of jail but with a police record, and not have their sexual practice affected by their incarceration. Something is sure as hell skewing the HIV stats. About 4 years ago, I read a CDC study that claimed that black males were 14 times more likely to be infected with HIV than white males. That can't be just from "racism" or differing access to information or health care.

True, and the HIV/AIDS epidemic in DC will ultimately be blamed on poverty or some such nonsense when there are hundreds of thousand of dirt poor folks in the Appalachian hills that aren't spreading HIV like wildfire. For that matter, here in the Arklamiss region where I am there are some of the poorest folks in the country and they are not spreading HIV at any kind of rate like DC.
