The rates of AIDS and HIV infections in the District are the worst among the city's black population, while an alarming number of new cases are appearing in women and even some young children, according to a broad report released yesterday by city officials.
"It is a modern epidemic that affects all populations of the District of Columbia," D.C. Mayor Adrian M. Fenty said while outlining plans to increase testing for the virus and strengthen prevention measures in the nation's capital.
The statistics in the study by the city's HIV/AIDS Administration and George Washington University paint a grim picture.

From the article the major point of the increase is among black residents. Their plan to give out condoms seems destined to fails since condoms are frowned upon in that community.

In an area where the main industry is stuffing things up peoples’ hindparts (government), this is a surprise?
I’ve only been to D.C. once, and was very impressed with how they changed the traffic to all go one way at rush hours.
I didn’t see any slums (stayed with a friend) - and it was all very beautiful.
It was a different story in the ‘60s and ‘70s.
My great Aunt moved from there to Arizona before the riots, (LBJ administration).
Parts of the city (vicinity of 14th and K) have, to my understanding, still not recovered, although that may have changed since I was last there.
Stay close to the Mall and in the upscale part and it is fairly nice—for a city, that is.
