Why these people are so obsessed with “America’s image” overseas is beyond me. Who cares what the rest of the world thinks. The most important thing is that we’ve currently got the mightiest military by far of any of the other world players.

This little speech was before a group of black ministers. Powell was candy.
I don't believe Powell has any inclination to get back into politics so Hillary's proposal is "air".

For her to speak of such a thing, she or someone on her behalf have obviously had discussions with Powell, and he was apparently open to it when approached.
