But is the officer authorized use use lethal force against someone just because they won’t sign the ticket?

(1) A taser is non-lethal (and, yes, I know that people sometimes die from being tasered, just like they sometimes die from being chased and sometimes die from being cuffed).

(2) The issue here is that if you do not sign the ticket, the officer needs to take you into custody. And an officer is allowed to use non-lethal force to take you into custody if you resist arrest.

Using a taser means never having to shout “stop or I’ll shoot”. I don’t think its use requires giving any advance warning.

A taser is not non-lethal, just "less lethal" ~ big difference there.

It's like with a firearm. They all have a lethal and a less lethal state. Pull it out of its holster and aim it at someone, you may gain compliance. Pull it out of its holster and shoot it at someone, you may kill them.

The firearm remains lethal in either case, but sometimes it doesn't serve to kill someone.

Same thing with a laser ~ just a question of probabilities.

They kill.

Do you think the driver knew he was under arrest when he was tasered? I don't. The officer never told him he was under arrest. How was he to know?

Cops are Tazer happy. They use it to “punish” people. This cop is one of those small penised assholes that became a cop to compensate for that.

It has been reported there have been 150 deaths due to taser. This has been reported on Fox news just recently. Lets share this with gun shots. Not all gun shots result in death. If we are to say as gun is considered lethal, then so does a taser. Everyone using a taser should keep that in mind. I suspect that within time the taser will be outlawed. But not signing a ticked is not the end. As far as I know, the officer is not required to take a person in custody if one does not sign a ticket. If the subject does not appear in court, by not taking the information on the ticket, he will be subject to a warrant for arrest, and the penalty is much greater. Has this a policy changed?

I will disagree with your assement of tasers. They are indeed lethal, as the deaths that have been caused this year by tasers testify. Tasers are used far to often, IMO, and in many others opinions as well. Anything that can kill you if you have a condition the officer isn't aware of is lethal. I have a pace maker, if an officer tasered me there is a good chance I would die from it.

Not signing a traffic ticket is not a good enough reason to taser someone. Handcuffing would do nicely, unless the guy put up a fight.

I would actually like to see tasers done away with in LE because they are taken for granted by officers and used way to often and cause far too many deaths.

You must have missed the Canadian news video that showed a man killed at an airport from a taser.

This officer did not mirandize this guy.

He needs to be disciplined.

The guy would have been liable if the officer had followed the law.

As it is, this guy has a good case against this officer.

A taser is an instantaneous instrument of torture. It may not kill you, but it's still an instrument of torture. So now the cops have the right to torture you if you don't sign a traffic ticket? All he had to do was arrest him, handcuff him. There was no need to torture him. I don't like the way the cops are using this device as a new toy. It's sadistic. But I guess that's the kind of person it takes to be a cop.

And with a taser the officer doesn’t even have to discuss it with you. He doesn’t have to take the chance that you won’t cooperate quickly enough in being arrested. With tasers police don’t need to be trained to take a person down non lethally and without damage. Just go to the door to ask a citizen about a complaint and taser the citizen as soon as he opens the door. He will then certainly answer all your questions if he can stand back up. This is a bit extended here but at the rate the trivial use of these things is progressing I don’t think that is too far “out there.”
