He lied to the other cop about the events. I don't think so. He was ordering the man to stop and put his hands on the car. When he didn't do it, the cop pulled his tazer and repeated the order, at least two or three times. The guy still refused and got tazered. He got plenty of warning.

He told the other officer he warned the guy he was going to tazer him. He didn’t. Either a lie or he was too excited to remember. Either a bad cop who knew he’d messed up or a cop without enough training or the right temperament to be one.

Incorrect. Watch the video again.
The officer begins pulling out his taser at the same moment that he first orders the man to "turn around put your hands behind your back".
Officer was ITCHING to taser the guy.
