Apparently, surrender WAS an option for John Bolton in that instance.

Not for the span of half a heart beat would I entertain the thought that John Bolton phrased that sentence.

No, because it would cause real unecessary and false problems for him. He didn’t surrender at all. It anything; it made him a stronger voice.
