Nope, HR513 from 109th, it looks like the one you posted is HR2356 from the 108th.

Another one of the CFR bills that looked good at the time, and instead just gave more power to MoveOn and other 527s. Either way, as I said, Thompson was wrong to support it, but it doesn't change his overall Conservative record.
