what the state should do, including how to pay for what the state's highway czar calls a $100 billion shortfall in money needed for essential highway projects. Unless TX is VERY different than other states, take out the highway money being earmarked for bicycle paths, light rail, anywhere but highways and that $100 billion shortfall will dissapear.

All that stuff is madated by Congress.

Light rail is expensive. Bicycle paths are very cheap, especially when run on an existing right of way. Cutting them won’t fund much of anything.
