He was not.

Eisenhower was an exception as well since he came into office from the military.

So was Hoover and Grant who never served in elected office before being elected President.

I knew about both Hoover and Grant. I should have been more specific when I first commented. What I meant to explain was concerning more recent history. From JFK until today, each president has been a VP or governor.

The executive experience and winning a statewide race seems to help candidates get elected president. Numerous Senators have run but none has done very well, if my memory serves.
