I knew about both Hoover and Grant. I should have been more specific when I first commented. What I meant to explain was concerning more recent history. From JFK until today, each president has been a VP or governor.
The executive experience and winning a statewide race seems to help candidates get elected president. Numerous Senators have run but none has done very well, if my memory serves.
