People give other people nicknames for two reasons: Either they hate them deeply, or like them a lot. Here, it doesn’t seem like a case of hate.

There are more reasons than just those two. It could be a common label for Chinese/Chinese descendants in Israel.

Would concur that the 'Chiney' name calling probably doesn't have a hateful motive behind it, though.
