I'm confused...can't the State Senate vote this down?

The State Senate alone isn't enough. A bill also has to pass the State Assembly, which is controlled by a huge Democrat majority. So far, the Assembly has supported Spitzer. Also, Spitzer has to sign the bill, unless both Houses of the Legislature can summon up enough votes to override his veto.

Thanks, Buster. Won’t Spitzer’s plan have to pass in both houses? That’s why I thought the Senate could vote it down.
