Won’t Spitzer’s plan have to pass in both houses? Spitzer issued an executive order. There was no consultation with the legislature, no hearings, nada. According to the Democrat State Attorney General, Andrew Cuomo, Spitzer was within his legal rights to do this. There are some legal suits in progress.
