The House bank simply let them kite as many checks as they wanted to and let them take years to pay them back, in essence an interest free loan. The comparison of a legitimate bank's overdraft protection meant to cover at best a couple hundred $$$$$ in overdrafts and the House Bank's behavior of letting House Members kite over $100,000+ is not even in the same realm.
