This seems to be the talking point as it is repeated in this Daily News article which makes Mrs. Clinton the savior:

(...) Chung Seto, organizer of an April fund-raiser and former executive director of the New York State Democratic Party, said event planners took "extraordinary measures" to ensure that the donations were lawful.

Insinuations to the contrary are "outrageous" and "racist," she said. "Donors who work hard every day - they are in the restaurant or garment industry - should not be questioned about why they choose to be involved in the political process."

Bo Jie Wu, a money-transfer store employee, told the Daily News he gave $1,000 to Clinton because he believes in her.

Hsiao Yen Wang, a nursing assistant, said it was a "pleasure" for her and her husband, a cook, to give Clinton $1,000 because "I would like to see the United States have the first woman President."

Chinese people also pay tens of thousands of dollars to the Chinese equivalent of coyotes to get smuggled into the US. NYC is one of their major destinations. The wave of immigration from our southern border has overshadowed this invasion from China. (Plus the fact that no American media organization wants to address the issue.)

There are whole towns in China, especially in the Fujian province where everyone pools together the $25,000 or $35,000 necessary to get here. It is considered to be a worthwhile investment! Money is being sent back to these villages where “two-story houses” are sprouting up - a tangible sign of wealth.

Since the money to the smugglers is considered to be ‘a cost of doing business; an investment” maybe the money to Hillary is being seen in the same light.

She/her campaign collectors are as ruthless as any mafia or Al Capone ‘protection racket.’
