I once read a sci-fi story with behavior like this but darn if I can remember which story it was or who the author was. I do remember because it made me sick.

Dangerous Visions, an anthology of short science fiction stories. I remember reading it too, many years ago, and this story about Norway reminded me of the same story... pretty sad...

It sounds a lot like Aldous Huxley's "Brave New World."
