His statement was not a blanket statement.
There's that darn prejudice of scientific fact again.

I'll bet if he had said,
"inherently gloomy about the prospect of Appalachia" because "all our social policies are based on the fact that their intelligence is the same as ours - whereas all the testing says not really",
that you wouldn't bat an eye.
Hell, you'd probably be making jokes about it.
Sort of like saying that we shouldn't reject the hypothesis that perhaps men have an inherent advantage in math, physics and peeing across the room?
Group differences in pigmentation, leaping ability and susceptibility to certain diseases are widely accepted. Such differences (e.g., pigmentation) are often the defining characteristics of different groups.
Suppose (not at all counter-factually) that Blacks (with equal incomes) save less than Whites and are more likely to default on mortgages. This is a perfectly valid empirical statement. It doesn't mean that some Whites aren't deadbeat spendthrifts or that many Blacks are not frugal and responsible. Given the validity of the supposition posed, what should the public policy implications be?
Fortunately, in our personal day to day lives, we don't have to act on suppositions like this: in fact it would be unwise to do so. Rather we should treat people as individuals, rather than as the embodiment of racial, ethnic, sexual or other stereotypes. I, for one, think the government should act the same way. In a democracy, the political pressures to create favors for certain groups, however, is overwhelming.
I remember during the 1969 World Series, the JDL was picketting Shea Stadium, "demanding" that since one fifth of the population of New York City was Jewish, five of the members of the 25 man rooster of the New York Mets should be Jewish. (Oy!). They were lampooning the demand of certain media selected Black leaders, that since (whatever fraction was valid at the time) of the students in New York City schools were (select your minority) the same fraction of school teachers should be also.
Winning teams don't pick baseball players that way, and we shouldn't be picking teachers, doctors or engineers that way either.
TRUE STATEMENT: Men are on average taller than women.
LIBERAL RESPONSE: Oh yeah? Then why was Ingrid Bergman taller than Mickey Rooney?
You might be right but then I look at who they elect.
And with that statement, you prove your lack of understanding of the issue. ALL the data show that ON AVERAGE, blacks have lower intelligence than whites (about 10 IQ points IIRC). BUT--the Gaussian distribution around that average says that SOME blacks will be more intelligent than most whites.
The CORRECT thing to do (as William Buckley said long ago), is to judge people AS INDIVIDUALS on their INDIVIDUAL performance.
What if it’s true? Wishing it away on political grounds won’t change it and won’t help anyone either.
The differences in average IQ’s between the different racial groups have been known for many years. Yes there are exceptions to every rule, but on average the Black American IQ is around 85 whereas the average White American IQ is around 100. The Hispanic IQ lies in between.
These are inconvenient truths that the PC Police want supressed at all costs.
Yet, if he said that black people were better athletes, and could dance better than white people, you would chuckle and nod your head in agreement.
What on earth are you talking about....
Oh PC Speak...Sorry.. I get it, I do not want anyone to call me a sexist, racicist, bigot... so I shall Kowtow and deny the truth of what is..
Reality no longer matters only feel good fantasy...
The world grows flatter by the day...(and more dangerous)

The guy should have said that whites are less athletic and have smaller dingies than blacks. Of course, there would be no outcry over these remarks.
If they are it will never be published.
The irony is that various enthusiasts will readily believe in the heritability of all kinds of characteristics, in a vacuum of evidence, but will rear up in outrage at the idea of inherited differences in intelligence, for which a large body of evidence exists. The problem is that the evidence works for individuals but not for racial groups in countries like the US, where too much genetic mixing has taken place to test the racial hypothesis. Effective population testing for Africa has not been done and never will be for obvious political reasons. So the proposition will remain conjecture for the indefinite future and open to demagoguery from all sides.
