That definition has two clauses. In the absence of the second clause, it would apply to virtually everyone, including -- let's pick a random example -- conservatives.

The more dysfunctional and fearful society is the more liberals can grow big government to police our every move. Next thing ya know we will have excessive Socialism on our hands.
