FYI: Now that Hartford is a northern suburb of San Juan (and Santo Domingo), did Bloomfield absorb the “black flight” from North Hartford?

There is a preponderance of Puerto Ricans in the city but Bloomfield has been changing complexion since the sixties just after the riots in Hartford when a lot of Blacks decided to get the Hell out.h

As I understand it, Hartford kind of spread into Bloomfield.

Bloomfield absorbed the flight of the black middle class, the college-educated group working in fairly low-level jobs.

You can get a decent house in Bloomfield for $250K, which would be affordable to a two-income couple making $80-100K or so, say a nurse and a police officer.

Bloomfield is not a slum, the houses are generally well-maintained.

Another ongoing issue in Bloomfield is the steady stream of new arrivals to the schools, including some with limited language skills and educational backgrounds, he said. Of the students who took last spring's 10th-grade test, as many as one-third had arrived in the school system after eighth-grade, he said.

A possible answer. Fairfax County, VA is among the top five richest counties in America. In 2006-7 68 schools fell short of the no child left behind standards up 36 schools from 2005-6 school year. The reason claimed for the increasing numbers of schools falling below passing is that "limited Engllish students took state reading tests in grade level difficulty to the exams taken by their peers who were fluent English speakers."
