Does the mayor buy radios for the fire department, or does the fire department buy radios for the fire department?
The City buys the equipment that is suppose to be bid out. Most Cities buy on low bids if the bidder follows the specs of the bid.
“losest responsive, responsible bidder” ~ it’s not enough to simply be the low bidder.
