The apportionment of the House is based on the resident population of the country and not the citizen population.
I assume this is a constitutional req. and am now looking further into this issue.
Also, we should remember that women and blacks were not allowed to vote back in the day.
Illegals get better representation than do the taxpaying citizens of this country.
Do illegal aliens count in the Census? If they do, there might be a need to reassess the purpose of the Census.

Question is are we past the tipping point? I’m afraid the America as we know it may not be the same in the future. We may be making a sharp turn to the left. If Hillary gets elected I’m afraid it is all over but the shouting. Just look at states like New Mexico and Nevada. They never come back to be Republican.

Sadly, I think we passed the tipping point long ago. GW could have turned the tide had he tried border enforcement after 9/11, but no dice. If Hillary succeeds him, it is all over. We will throw our doors open to the Third World even wider. And if you don’t like it, you will get thrown in jail for inciting racial hatred.
My fear: One hundred years from now, Americans of European descent will be virtual economic slaves—taxed to near extinction by our liberal overlords, their will enforce by hordes of third world freeloaders.
It isn’t the vote I am concerned with, as I believe that all CITIZENS should be allowed to vote. But the apportionment of seats by all residents, and not just citizens is WRONG. I believe that such an application would be a misinterpretation of the Constitution.
If they are undocumented, how does anybody prove that they are actually there? And, just who is in charge of providing the official count of people who arent there?
I agree. I worked on the last census in New Orleans, Louisiana. The workers go to apartments for up to three times. Usually no one answers. You can only go to the apartment so many times and then move on. You can only guess who lives there. The ones who answer the doors say 3 live there when 8 actually live there. In an apartment situation, it it impossible to count who lives there and the neighbors will not help you. Seeing that there are thousands of apartments in NO and Metairie you can see that the census can really be scewed. I did input of data from the census so I know the problems the people had in the field. I don’t think it is possible to even guess how many illegals are in this country.

We’re are in full agreement. I was merely adding info on a possible reason for the counting of “residents” vs citizens. It is not unconstitutional but can be changed by congress.
