I can't speak for Fairfax, but in Leesburg, some subsidized housing units (decent but not spectacular) are residences of police officers and low-income retail workers (all white U.S. citizens).
On the other hand, yes, there are plenty of "minorities" living in the subsidized housing, including quite a few who speak Spanish well but don't understand English. And some of them just don't know how to play by apartment complex rules.
