I think Karl actually was involved...making the bogus national guard letter himself at home during his spare time, and arranging for some Texas go-between to hand it off to some dimwit who offered it to CBS. Karl knew that Dan could not pass up this opportunity and take the bait. The eventual goal? To bring down the massive CBS news bureau, by arranging for Katie Couric to come in and be Dan’s eventual replacement. It was a devious plan...but it has apparently worked.
