I thought Congressed held the purse strings. They can cut off funding or give funding to entities?

They can. But not by excluding Columbia ex post facto from competing for grants that every other university and/or scientist is entitled to compete for. The effect is the same as if "Columbia University" was replaced with "Republican Party members" and Amadinejad's rap sheet with the latest MoveOn talking points.

Isn’t this mitigated by the fact that Columbia University barred the ROTC from coming on campus?
