Baloney.

The FDA vaccines program added it to the recommended patients list. 6 months later, anyone who qualified under the Vaccines for Children program - Medicaid, CHIP, the uninsured children - could get the vaccine for free through their doctors or county clinics.

Merck took a huge hit on Vioxx and needed a “home run” — what better than a vaccine that could be pushed on every woman in the country.
