WASHINGTON - President Bush called on the world's worst polluters Friday to come together to set a goal for reducing the greenhouse gas emissions that are causing the climate to heat up. He didn't exempt his own country from the list.
"By setting this goal, we acknowledge there is a problem, and by setting this goal, we commit ourselves to doing something about it," Bush said in a speech that capped two days of talks at a White House-sponsored climate change conference. "We share a common responsibility: to reduce greenhouse gas emissions while keeping our economies growing."
He said each nation should establish for itself what methods it will use to rein in the pollution problem without stunting economic growth.
The gathering drew representatives from 16 nations, including big producers from the developing world like China and India as well as the European Union and United Nations. Bush's emphasis is on using green technologies and other voluntary efforts to tackle global warming. The president said the reduction goal should be finalized by next summer, along with ways to measure progress toward it.
He also proposed the creation of an international fund to finance research into clean-energy technology, announcing that U.S. Treasury Secretary Henry Paulson would coordinate the effort and would be in touch with other governments soon about moving forward.
"Each nation must decide for itself the right mix of tools and technology to achieve results that are measurable and environmentally effective," Bush said.
In his speech, Bush acknowledged that climate change is real and that human activity is a factor.

I know a lot of idiots on the left are going to say GWB has flipped on this issue, but he’s always maintained that any REAL discussion of the reduction of greenhouse gases must include growing countries like India and China.
IMO this is Bush’s method of ushering in the SPP a little faster.
The problem here is that someone has turned the word “Pollution” into “Climate Change”.
This meeting about Pollution. Pollution, by it’s nature, is a problem that should be dealt with by leadership of the world.
I’m glad that the US is stepping out in front here. But I think that someone has added the “Climate Change” terminology that makes our blood boil.
Pollution IS a problem, and I’m glad whenever I hear someone trying to do anything about it.

This is a crafty move. Notice who is in attendance at this US-called meeting — the major third-world polluters who were previously exempted in the proposed Kyoto treaty.
Bush is essentially telling them, in diplo-speak, that if they want to be included in the world economy, they need to take world responsibility.
Global warming hoopla is a bunch of bunk which will run its course. By “talking the talk” of the pseudo-scientist, Bush and Rice buy time, defuse their ire, and draw Asia’s polluters into the debate. The mess China and India are making is something they should be pressured to address.
I have two friends who have recently returned from China, appalled at the nastiness of the air and rivers there.
Kudos to Bush for diplomatically putting the pressure on them.
A great many on the right feel the same way. There is no conclusive scientific evidence that proves global warming is caused by man. There are far too many eminent scientists and experts who say that human-caused global warming claims are a farce. To me, Bush has turned out to be another Jimmy Carter, just a totally disastrous Presidency. The ONLY thing this man has done right is take the fight to Islam; but even there he has utterly failed in his leadership role of getting a majority of Americans on board with him. He has allowed the Democrats to turn the only positive thing he's done into a political negative, primarily because he has zero ability as a stateseman and a leader to bring Americans together in a worthy cause. I know Bush was the best candidate in the last two Presidential elections, but if he is the best we can put into the White House, and it appears he is, then this nation is screwed.

That aspect of it is all and fine, but the cop-out to the Al Gore liberal lets-make-a-crisis crowd is still way beneath a U.S. president. There still exists NO PROOF THAT ANYTHING MAN IS DOING is causing unusual global climate change...but we know Mother Nature has been doing it for billions of years. It is still a sham to be milked for money. That is all the Al Gore crowd is interested in anyway.
I certainly agree that China and India generate a bunch of filth. But there is yet to be a tangible, credible scientific connection between what they do, and climate change that would not be happening anyway....

I could never buy the Global Warming myth. In fact, if there is more pollution, more carbon dioxide gas....this would form a cover of the atmosphere....blocking the sun....thus cooling the earth
I hate to say this but I see something happening here. I would bet that once the President is out of office, he joins Gore and Clinton in the push to control global warming. Follow the money folks. These peopld stand to make millions on this, and we will pay for it.

Read the article. It repeatedly refers to a specific type of pollution.. GREENHOUSE GASES. It is the man-made greenhouse gasses that are (allegedly) causing CLIMATE CHANGE. This article is about one thing and one thing only, climate change. And Bush has clearly admitted that "there is a problem", and "WE", (as in AMERICA and others), need to to solve it. Bush has flipped over to the Left yet again. I'm looking forward to see how Rush is going to spin yet another Bush-turns-Left story. My guess is that he'll say something similar to what you did, he'll try to confuse and muddle the facts with some attempted word smithing.

I stopped there. By "acknowledging" that there is a problem, Jorge is also lending substantial credence to a movement headed by moonbats and insane lunatics like Owlgore and ignoring the fact that the entire issue of human caused global warming (or climate change) is based on junk science.
Is a global warming tax soon to follow to quell the yelping of Democrats who will now claim that if "Jorge was so wrong about this issue, he could also be wrong about the Iraq War!!
Given this disastrous change of direction, I can't say that they don't have a good point.
