Former Gov brought in a private sector guy to bring the PCLB up to date and inch it into privatization.

Guy did a fabulous job. Things got smarter.

Gov Swindell hired a patronage body and put it over the good guys head thus keeping his good rep, but denying him power to make change and costing the taxpayer both cash and the money lost by taking away his good managment.
