I think that fits him better:

• One who acts without moral restraint (and he ain't no Conservative).
• One who defies established religious precepts

In any case Rooty is no libertarian. He's an autocratic power hungry control freak. Who as mayor had a very bad habit of ignoring most laws, the Bill of Rights and the US Constitution in general.

He has a proven track record of forcing down acceptance of gays and abortion onto the states, private companies, and people, along with grabbing guns and restricting Christian speech (on abortion, gays, and Islam, for example).
