The name of the place is Coyote Springs. 150,000 acres comes with some water rights (aquifers). They will also take water from the Muddy River drainage before it runs into Lake Mead.

The lake has fallen 100 feet in the last 10 years. New pipes are going deeper into the lake at the cost of billions. S NV doesn't need another 150,000 houses.

But what does Kangaroo Rat Reid care if the price is right?
