Below is an interesting page from Day of Deceit: The Truth About FDR and Pearl Harbor, by Robert Stinnett.
It seems Gov. Dewey, who was running against FDR in 1944, had planned to charge FDR with having advanced knowledge of the Japs' plan to attack Pearl Harbor and failing to warn the commanders there. But General Marshall talked him out of hit on the basis that going forward would warn the Japs that the naval codes they were currently using had been broken.
I wouldn’t trust that book as far as I could throw it.
