I don't think so either. Aliens are citizens of another country and subject to the jurisdiction thereof even though they are out of country. Neither the mother nor the child are citizens of the U.S. or subject to the jursidction thereof until they go through the line, sign the papers and take the oath.
If I had a choice of having my son living with me in mexico, or with relatives and attending school in the United States, I think I would be hard-pressed to choose the former, especially if I was an ignorant mexican mother.
In reality I could home-school my kid, so he wouldn’t have to go to mexican schools.
