Senate votes to ban Mexican trucks

WASHINGTON - The Senate voted Tuesday to ban Mexican trucks from U.S. roadways, rekindling a more than decade-old trade dispute with Mexico.

By a 74-24 vote, the Senate approved a proposal by Sen. Byron Dorgan, D-N.D., prohibiting the Transportation Department from spending money on a North American Free Trade Agreement pilot program giving Mexican trucks access to U.S. highways.

The proposal is part of a $106 billion transportation and housing spending bill that the Senate hopes to vote on later this week. The House approved a similar provision to Dorgan's in July as part of its version of the transportation spending bill.

Supporters of Dorgan's amendment argued the trucks are not yet proven safe. Opponents said the U.S. is applying tougher standards to Mexican trucks than to Canadian trucks and failing to live up to its NAFTA obligations.

Until last week, Mexican trucks were restricted to driving within a commercial border zone that stretched about 20 miles from the U.S.-Mexican boundary, 75 miles in Arizona. One truck has traveled deep into the U.S. interior as part of the pilot program.

Blocking the trucks would help Democrats curry favor with organized labor, an important ally for the 2008 presidential elections.

"Why the urgency? Why not stand up for the (truck) standards that we've created and developed in this country?" Dorgan asked.

Sen. John Cornyn, R-Texas, who drafted a Republican alternative to Dorgan's amendment, said the attempt to block the trucks appeared to be about limiting competition and may amount to discrimination against Mexico.

"I would never allow an unsafe truck on our highways, particularly Texas highways," he said.

Under NAFTA, Mexico can seek retaliation against the U.S. for failing to adhere to the treaty's requirements, including retaining tariffs on goods that the treaty eliminates, said Sidney Weintraub, a professor emeritus at the University of Texas LBJ School of Public Affairs in Austin.

The trucking program allows up to 100 Mexican carriers to send their trucks on U.S. roadways for delivery and pickup of cargo. None can carry hazardous material or haul cargo between U.S. points.

So far, the Department of Transportation has granted a single Mexican carrier, Transportes Olympic, access to U.S. roads after a more than decade-long dispute over the NAFTA provision opening up the roadways.

One of the carrier's trucks crossed the border in Laredo, Texas last week and delivered its cargo in North Carolina on Monday and was expected to return to Mexico late this week after a stop in Decatur, Ala.

The transportation bill is S. 1789.

The title of my college essay on global environmentalism. What hoot that class (IIRC Environmental Science) was! I never read a greater propagandist textbook. In it pushed the idea of changing to a parliamentarism style legislature.

Once the Senate ratifies a treaty, it cannot selectively choose which sections it will abide by. Violate any of the agreed-upon provisions, and your country is in violation of that treaty. That’s the way its always been.

That is all fine and dandy, but it has no bearing on the present discussion because NAFTA is not a treaty. See post #201.

Dane..I'm serious. You really need to drop the hate argument. It only exists in Bill O'Reilly's mind. There are many other great arguments that have been brought up here...not one hint of hate until you mentioned it.

Huh, I wonder if any of those marchers tied up a black woman and tortured her, like some good ole American white boys allegedly did.

(CNN) -- Six West Virginia residents have been charged with kidnapping, torturing and sexually assaulting a Charleston woman for at least a week, the Logan County Sheriff's Department said Monday. Sheriff's deputies went Saturday to a Big Creek, West Virginia, residence in response to an anonymous tip that a woman was being held against her will, the department said in a news release. [snip] "Deputies found her with two black eyes, part of her hair had been pulled out, she had lacerations on her neck, and she had been physically, mentally and sexually abused," Logan County Sheriff W.E. Hunter said. The victim was forced to eat rat and dog feces and drink from the toilet, according to the criminal complaint filed in magistrate court, The Associated Press reported.

JMO, I would take Jose or Maria crossing the border to earn a paycheck cleaning toilets or washing dishes, than those alledged scumbags above to be part of America.

They are superior. I apologize to nobody and the facts speak loudly.

The American (US) and British dominated civilization is the greatest the world has ever known. ONLY my neighbors and fellow citizens protect and propogate those values. they exist nowhere else in the world. Foreigners who come to suck from our society, and not join it, destroy those values.

No more apologies. Multiculturalism is devastating Western civilization. I defend my country.

Every free nation, democracy, exists today because of the USA, (and UK) directly of indirectly.

The average life span of a world citizen has increased by over 50% over the last 150 years because of the US and UK, who not only led the world in the development of technology, medicines, agriculture and food but because of their Christian CHARITY they have spread it worldwide. In some nations it has doubled!

No other culture in the history of mankind has been so generous, so productive and so respectful of human rights.

Americans have died, by the 100's of thousands, so that other nations can be freed and their citizens adopt democratic governments that protect civil rights.

Americans ended slavery, which still is widespread throughout parts of the world that have not adopted American values. Americans established a Constitution to protect individual rights. Americans established freedom of religion.

Americans and UK industrialized the world.

They propagated economic capitalism which created wealth to reduce poverty worldwide. never have the poor been so wealthy, in general, though there is surely still much too much abject poverty where American values have not reached. But Western civilization, more than any other, has been reaching into other countries to educate their people, feed, them, educate them, set up their own infrastrucutres, and democratic governments.

We can not be truly free people until all of our neighbors are free.

The peoples of the rest of the world know of the gre4aness of Americans and American society, and they are risking their lives by the millions to invade and migrate INTO this fantastic civilization. I am proud of the American traditional values and culture. I believe it to be superior in every way that is important to me. It is the culture that is that advances Western Civilization and is the foundation of protestant Christianity 9which is the foundation of American traditional values, not Catholicism)

Yes, Americans are a superior people. The greatest people ever in the history of mankind.

While the facts are clear, I do not need to resort to them. I do not need to justify my love of country, my love of American values or my love for people who wish to share themselves with us by immigrating to this country and living with us, instead of coming and skimming and spitting on us, and returning to their hell-holes.

I make no apologies to anybody. I am free. free to love family, and Americans.

Truth, justice, Jesus Christ and the American way. Never has humanity benefited so much from one nation. A nation of people with common values and basic Christian values, such as individual rights, charity, truth, honor, unselfishness, integrity and belief in higher callings.

No apologies buddy, Americans are superior...and you absolutely know it.

Americans are a great people. And I welcome you to come join it, add to it, advance it, but as a neighbor not as a foreigner who comes to isolate themselves and attack American society.
