He gave a speech against it recommending instead Letters of Marque and Reprisal as the most appropriate response.

As I said in the other thread (before it got locked as a duplicate of this), I think that at this point, the main (maybe only) reason he's still invited to debates and on the news shows is to poke sticks at the loon and see if they can coax or provoke him to make even
more outrageous statements.
In other words, he's the sideshow freak at the GOP circus and the media keep tossing peanuts into his cage.
